Heat the vegetable oil in a large pan or wok over medium-high heat.
Add the beef or chicken pieces and cook until browned on all sides. Remove from the pan and set aside.
In the same pan, add the chopped onion, garlic, and green chilies. Sauté until the onion is translucent and the mixture is fragrant.
Stir in the grated ginger and black pepper. Cook for 1-2 minutes.
Return the browned meat to the pan. Add the soy sauce and beef or chicken broth.
Bring to a simmer and cook for about 10-15 minutes, or until the meat is tender and cooked through.
Stir in the cornstarch mixture and cook for an additional 2-3 minutes until the sauce has thickened.
Adjust seasoning with more black pepper if needed.
Garnish with fresh cilantro or green onions.
