Rinse the rice under cold water until the water runs clear. This helps remove excess starch and prevents the rice from becoming too sticky.
In a large pot, heat the vegetable oil or palm oil over medium heat.
Add the rinsed rice to the pot and stir for 2-3 minutes, allowing the rice to lightly toast and absorb the oil.
Pour in 4 cups of water and add salt. If using, add ground black pepper, garlic powder, and onion powder.
Bring the mixture to a boil.
Once boiling, reduce the heat to low and cover the pot with a tight-fitting lid.
Simmer for 18-20 minutes, or until the water is fully absorbed and the rice is tender. Avoid stirring the rice while it cooks to prevent it from becoming mushy.
Remove the pot from heat and let it sit, covered, for an additional 5 minutes to allow the rice to steam.
Fluff the rice with a fork before serving.
