Drain the soaked peas and rinse them under cold water. Place the peas in a large pot and cover with fresh water. Bring to a boil, then reduce heat and simmer for 45-60 minutes, or until tender. Drain and set aside.
In a large skillet, heat the vegetable oil over medium heat. Add the diced bacon and cook until crispy. Remove the bacon with a slotted spoon and set aside, leaving the bacon drippings in the skillet.
In the same skillet with the bacon drippings, add the chopped onion and minced garlic. Sauté until the onion is translucent and softened.
Add the cooked peas to the skillet with the onions and garlic. Stir well to combine.
Pour in the vegetable or chicken broth and add the bay leaf. Bring to a simmer and cook for 10-15 minutes to allow the flavors to meld. Season with salt and pepper to taste.
Stir in the crispy bacon and cook for an additional 5 minutes.
Garnish with fresh dill before serving.
