In a large bowl, combine the flour, baking powder, salt, and sugar (if using).
Cut in the cold butter or margarine until the mixture resembles coarse crumbs.
Gradually add water, mixing until a soft dough forms. You may need more or less water, so add it gradually.
Turn the dough onto a lightly floured surface and knead for a few minutes until smooth.
Cover the dough with a damp cloth and let it rest for about 15 minutes.
Divide the dough into small balls (about the size of a golf ball).
Flatten each ball into a round disc, about 1/2 inch thick.
Heat vegetable oil in a deep skillet or frying pan over medium heat. You need enough oil to submerge the dough discs.
Carefully add the dough discs to the hot oil, frying them in batches to avoid overcrowding.
Fry each side for about 2-3 minutes, or until golden brown and cooked through. The bake should puff up slightly while cooking.
Remove the fried bakes from the oil and drain on paper towels to remove excess oil.
