In a large mixing bowl, combine the flour and salt. Make a well in the center and add the water and vegetable oil. Mix until a dough forms.
Turn the dough out onto a lightly floured surface and knead for about 5-7 minutes until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.
In a large bowl, combine the ground lamb or beef, finely chopped onion, minced garlic, chopped cilantro, chopped parsley, ground cumin, ground coriander, ground black pepper, and salt. Mix well until all ingredients are evenly distributed.
Divide the dough into small balls, about the size of a walnut. On a lightly floured surface, roll out each ball into a thin circle, about 6-8 inches in diameter.
Place a spoonful of the meat filling on one half of each dough circle, spreading it out evenly. Fold the other half of the dough over the filling to form a half-moon shape. Press the edges together firmly to seal.
Heat the vegetable oil in a large skillet over medium heat. Fry the gutab in batches, cooking for about 3-4 minutes on each side, or until golden brown and cooked through. Add more oil as needed.
